Is that girl not around in Hefei where you can reset your skills, she is right in the center, I think it's an RTE.

Careful you have only 3 way to reset stat in game after that you will be able to do it but with a cash shop item.
before fd1, i.e. rl12 is the last chance... you can go to clan for 'chi reconditioning' quest and select a new class or select the same class and with this, comes a free stat reset.
