Icy sells 600, Tibet and Loulan sell 800, There's a crafting option too, but those 3 cities sell it straight up with gold. I'm sure more will have details but figured this was a start!
NN/NZ/LD/Icy - 6 pocket 600 defense set - 600k. Tibet - 6 pocket 800 defense set - 2.4kk I'd personally get the top and bottom from the def set to +3 each piece and then use the hat, wrist and boots to +3 from the level up event. You're sitting on an easy 1.6-1.8k def.
