Yes this is the training dungeon. The NPC that teleports you into the dungeon has been removed but the dungeon is in-game.

 

yeah I noticed NPC is gone I have found more videos of this dungeon that is inded korean version because I've played all others like RUssian Taiwanese Vietnamese haven't seen the NPC

 

Basically you go in at level 20 and you can train until 168. Clinic, hermit, blacksmith and npc that sells items for coins from Blue boxes.

If you played kr or still play you would know it. It's not hard to see it in Hefei.

Well the quest appears at level 20 and it pops-up again when you are in Hefei. As for anyone seeing it, the moment you make it to any RTD chapter 2 you will see the dungeon.
