To give a better explanation I logged onto RF, and went into Training Mode to first load. And once I loaded in I could only move however I could not Punch Kick nor Guard. The game still responds to the F1-F8 keys and Esc works as well. Everytime I tab out and tab in my character will automatically jump. I am really really confused right now...

Did you try uninstalling and re-installing?

If you have an external keyboard (desktop), try plugging it out and plug it back in.

So good news everyone, I managed to fix this and it was all my fault as I am only human. So I play fighting games so I usually have my Arcade Stick plugged up and sitting on my table. I also tend to leave magazines and papers stacks so combine those two together and you get 8 inputs which over rides your keyboard.

I feel for you man there is nothing more infuriating when someone manages to fix a problem, and then they fail to state how.
