When we have a new client update, this Launcher error typically occurs when a file or files are being blocked by anti-virus or Windows Security. Go to Windows Security>Virus Protection>Protect History check if Nine Dragons. exe files have been blocked or Quarantined/deleted. If it's been deleted you might have to reinstall the game client. To avoid it simply add the Nine Dragons Folder .exe files to your Allowed Threats as it seems to have a false positive read since it's an .exe files.
I have no security running on my 9D system. Quarantine folder is empty, block list is blank. Defender is disabled. User Account Control is off... I run a fairly sparse & dedicated (9D is given high priority) system to get every drop of performance from my laptop.

Same here, uninstall the game and reinstall completely, spent around 15 minutes for updating game but eventually still unable to run the game. The game start button unable to click, please see the XLauncher.log. *bump* So far, the only thing I have not done is reinstall Windows (not happening!!), and rollback drivers (graphics and maybe sound). Maybe I'll tackle drivers tonight. If that does nothing, I will wait for the next update.
Did you enable "run as administrator" under the launcher properties? It worked for a league mate of mine. She said right clicking on the launcher icon and running it under administrator doesn't work, but when she took my advise to change the properties of the launcher, it did.
Tried compatibility troubleshooter and select run in Compatibility mode still the same issue. But last 2 days my windows updated hence I am not sure whether the update contributes to the problem with 9Dragon or not.
It seems like your client didn't successfully patch to 201. Downloading a fresh client will resolve the issue.
I downloaded a fresh installer under folder RedFoxDownloader\Nine Dragons Awaken\160524 and run the 9DSetup.exe, after the installation completed, run the launcher then game update for around 15 minutes. I did many times remove and reinstall like this but all same issue.
Please try completely uninstalling all previous versions using the Control Panel including any shortcuts on your desktop. Also, if you haven't done so, please make sure direct x, all of your drivers, and your current version of Windows are all up to date with their latest service packs.
I think as Ahri mentioned update failed is correct, but somehow I cannot manage to complete the update. When installation completed, click Run the game directly then ndlauncher2.exe executed; it will spend a while to download updating. After the update complete, the Start button able to click, then the gameguard updating. After the gameguard update completed, the NineDragon.exe now launch, but there is an error popup window with error Failed to update successfully. After close this, then I never able to click the Start button again. To uninstall the game, I always used XERASER.EXE allows removing all shortcuts and registry automatically.
You may have to repeat the reinstall process. However, before running your client, please make sure to add all files including GameGuard to the exception list of your anti-virus/firewall.
uninstalled, cleaned system (includes registry entries), copied setup.exe and unicows.dll (2020 version) to external drive, reformatted D drive, cleaned C, place copy of setup and unicows on C.. 12+ full re-installs and counting. Still convinced there is a conflict with new update and certain system set-ups (hardware, drivers etc) ---obviously not an OS thing --- which will most likely be corrected next update, and we'll be able to click on that START button.
correct - 'run as admin' is checked in the compatibility tab, as well ran from run command: windows+R [enter] NDLAUNCHER.exe [enter] all compatibility modes were tried, as well.
