Estrangement I Quest at Revolving Chakra Level

Hello, I'm needing some info on how to go about completing this quest. I must have missed this quest as I was progressing. I have made it now to RC4 level and am trying to complete this quest. However as I'm attacking the suspicious females characters I have yet to have any of them drop the letter needed. I see that their level is well below mine as their names are in blue. Does this mean I'm to advanced for them to drop the letter needed to complete this quest? Any help and/or advice would be greatly appreciated. Thank you.

Then I don´t think you have a problem. Sometimes when you kill something and try to get update to the quest.
It takes lots of kills that it updates.

You can do the quest even you are level 240 and kill everything in 1 hit or not even hit

 

OK, guess I just need to keep at it until they drop the letter I'm needing. Thanks again.
