So I notice how slow attacks can be used sooner when the opponent is lying on the floor, meaning that if the opponent's back is facing you, the active hitbox will be activated immediately once their wake-up invincibility is gone [when they stand up and try to block behind]. Slow scroll attacks tend to be useless outside of this purpose I find.

BWN's slow first kick for example.

Is it considered an asset? Or fast scroll attacks just simply just make the idea obsolete?

I guess, I think that's just more of a meaty hitbox, dragon's kicks are kinda like that, pw too

Since wind-up hits like Hitman's first kick or BWN's first kick have a late hitbox, you can start an animation during their get up invincibility and they'll have 1 frame to react before the hit connects, which is impossible as turning takes more than 1 frame, not to mention guarding isn't instant either.

So yes, it's pretty useful. Some kicks even wind-up so nicely that they move your hitbox back enough to avoid recover kicks from the back like Eagle Claw and still connect.
