    Hi dragons,

    Where can I find this item?

    Ive found the rest of the items required to upgrade the Blood Sorcerer weapons in Potala Garden but this item does not seem to drop.

    The guy or the beggar just outside potala has a quest that gives soul energy balls for ordinance and something else i believe
