what are the [step 1 - 3] stones for?

Hi, can anyone tell me what the [Step 1 - 3] Stone items are? Where do I use them and how?

better check your loyalty menu so you can see all kinds of stones you can get on each village
press "L" and select "Loyalty" there you see villages of each map and there blacksmith
